Brotherhood Inc. is an innovative reintegration and prevention program that involves taking a holistic approach to rehabilitation by offering participants comprehensive, culturally sensitive social services as well as on-site employment. The mission of Brotherhood Inc.is:
To enable African-American youth and young men to envision and achieve successful futures.
Our program will succeed in rehabilitating and reintegrating youth of color because Brotherhood Inc. addresses both the practical and mental obstacles that perpetuate cycles of poverty and incarceration in the St. Paul community.
Influenced by a reintegration model successfully implemented by Homeboy Industries in Los Angeles, California, Brotherhood Inc. offers a one-stop shop approach to reintegration paired with a holistic approach within a community-based setting.
In-house employment, or social enterprise, is provided to participants to help ex-offenders and youth leave gang lifestyles behind and begin a path toward upward mobility. By hiring those who are perceived to be the least-employable members of society at our in-house business operations, Brotherhood Inc. will provide the financial and emotional support necessary for personal transformation and growth.
Social services will also be offered to participants in order to heal the emotional scars that have contributed to their pasts spent weaving in-and-out of the justice systems. In addition to the social services, Brotherhood Inc. will also offer participants a dual-structured curriculum teaching both practical skills and therapeutic skills to further ease the transition process.
Most importantly, all of these services will be offered under one roof on a main city bus line, in order to alleviate the need for excessive travel for participants and facilitate access to the services that will ensure their successful reintegration. Our initial goal is to serve 25-50 individuals within the first year of operations and to continue to grow thereafter.

Project Description
The Guardian Project, originally a program run through Ramsey County Workforce Solutions, engages youth from Ward One, especially those at-risk, in becoming community leaders and advocates with a strong understanding of the systems that affect their everyday lives.
The program connects youth with influential role models in government, non-profit, and private fields who have similar backgrounds to theirs. These role models will speak to youth about their experience and will become available to the youth as contacts through the course of the program and beyond.
This program will deter our youth from the juvenile justice system, will engage them on the meaning of leadership, and will empower them to have a positive influence on our community at-large. The project principles are Education, Leadership, and Service to Others.
Recruitment
The Guardian Project is open to low-income and at-risk Ward One youth between the ages of 14-19. The project will recruit from the following agencies:
- Ramsey County Probation
- Hmong American Partnership
- Gordon Parks Senior High
- YWCA Saint Paul
And from the Ward One community at-large through local events and civic organizations.
Upon entering the Guardian Project, youth will be assessed individually and a Guardian Leader's Committee, comprised of youth participants, will be established to analyze, evaluate, and make recommendations for the project.
Program Activities
- Monthly field trips to meet with role models and other people of influence in a broad range of professional fields.
- Bi-monthly peer meetings to prepare for field trips, to discuss community issues and solutions to local community problems, and for the youth to better get to know one another.
- One-on-one meeting time with program coordinator to discuss community issues on a personal level.
- Guidance on independent community projects, which may include block activities, resource fairs, or youth-driven advocacy campaigns.
