ASANDC was established in 1980 in St. Paul's Summit-University community as a neighborhood watch and crime prevention community group. Today, it is a nonprofit membership-based organization with more than 200 members (residents, churches, and local businesses) in the Summit-University, Aurora/St. Anthony, and Thomas-Dale (Frogtown) neighborhoods (Ward I).

Accomplishments in Addressing Community Needs:

ASANDC has been organizing and addressing community issues. We have greatly expanded our services to the community while maintaining an involved member-oriented structure. Today's, activities run the gamut, from the creating of neighborhood gardens to the sponsorship of commercial real estate and affordable housing ventures. Since our inception, ASANDC has serviced over 16,700 people, 80% have been African Americans.

Crime Reduction/Quality of Life Issues:

Since 1980 and the beginnings of the neighborhood crime watch programs, the crime rate alone has decreased by 80% in Ward I of St. Paul through the work of ASANDC. By 1992, over 70 narcotics and gun-related arrests were made. Thirty-nine crack houses have been removed, seven after hour establishments have been closed (Badger Lounge and Belmont Club), and two adult theaters (including the old Faust Theatre) have been removed from the community.

The 2003 "Operation Sunrise" resulted in 115 community crime cases, which 52 cases were guilty pleas. The summer prostitution sweep on University Avenue resulted in 50 cases prosecuted, in comparison to 2002 which only 21 cases were prosecuted.

We have a yearly community clean up which helps to keep our community clean, and addresses code violations. Our neighborhood cleanup resulted in 70 tons of trash, old appliances, tires, and air conditioners being removed from the community.

Ron Pauline founded ASANDC in 1980, in response to his home being burgalarized. The organization began primarily as a neighborhood watch group. Working together with the police, Mr. Pauline and other concerned residents effected a decrease in crime rates in their neighborhood.

Mrs. Bertha Douglas, former ASANDC office manager, and Mr. Lee Douglas (1899-1997), ASANDC co-founder and board member. The Douglas family moved to the neighborhood in 1954. Mr. Douglas hoped that more people would participate in ASANDC meetings. "So we can go further than we have already gone." Mrs. Douglas retired after nearly 17 years of service to the community.
